Reforming Doctoral Education in Armenia in Line with Needs of Academia, Industry and Current EU practices (ARMDOCT) (609850-EPP-1-2019-1-AM-EPPKA2-CBHE-SP)
The ARMDOCT project addresses an urgent need in Reforming Doctoral Education (DE) in Armenia with the emphasis on policy, legal framework and institutional procedures supporting integrative and internationally-oriented doctoral studies.
About the project
The action foresees:
- strengthening strategic, infrastructural & human capacities in Higher Education Institutions (HEIs) and Institutes of the National Academy of Sciences (SRIs), Ministry of Education and Science of Armenia (MESA);
- development of national new policy and legal framework, including by-laws for doctoral education in Armenia and further approval by national Ministry for pilot implementation;
- revision of institutional policies, procedures based on the redesigned national regulatory framework and design of the Institutional Handbook for Doctoral Education;
- establishment and operationalization of 5 Doctoral Schools creating synergies between HEIs, SRIs and industry;
The action is complemented by extensive dissemination & networking activities. The partnership of 15 members comprises 4 EU higher eduction institutions (HEIs), 8 HEIs and 2 SRIs from Armenia and the Ministry of Education and Science of Armenia. Expected impact on the international and national levels is seen as contribution to the reform and modernization of Doctoral Education in line with the Salzburg principles enabling better integration to the European Higher Education and European Research Areas. The precise and clear institutional procedures and guidelines of DE will improve the transparency and accountability of the institutions. The involvement of the Ministry ensures project impact on policy level and provides modernisation at national development strategies.

1ST PROJECT MEETING
1st transnational project consortium kick-off meeting took place at Eurasia International University on 4–5 February, 2020.
Under the coordination of Arevik Ohanyan, the Director of Eurasia International University’s Research Incubator, the representatives of 15 universities, including 4 EU and 8 Armenian HEIs, 2 research institutes, as well as the Ministry of Education, Science, Culture and Sport of the Republic of Armenia, came together to discuss the state-of-art of 3rd level education in Armenia and to refine the national policies, legal frameworks, and institutional procedures supporting integrative and internationally-oriented doctoral studies.
„Institutional Regulatory Framework of Doctoral Education: Vilnius University experience“
During the ARMDOCT Project Partners' Study Visit to Vilnius University from May 3-5, 2022, substantial progress was achieved in the reform of doctoral education in Armenia. The event began with an opening session featuring welcoming notes from key figures like Prof. Arūnas Poviliūnas and Dr. Sandra Kairė from Vilnius University, and Dr. Karen Keryan, Chairman at Supreme Certifying Committee, Republic of Armenia. The ARMDOCT Project Coordinator, Arevik Ohanyan, provided insights into the project's activities and outcomes. The visit included discussions on doctoral education and strengthening universities as research institutions, with contributions from Prof. Edita Sužiedėlienė. Additionally, a panel discussion involving politicians, moderated by Prof. Rimantas Želvys, delved into the policy of doctoral education. The visit also encompassed a guided tour of Vilnius University's old campus, a meeting with politicians, and workshops on restructuring doctoral education, culminating in a coordination meeting and group work sessions. The event fostered collaboration and exchange of ideas to enhance doctoral education in Armenia.
