THE REDISTRIBUTIVE EFFECT AND PROGRESSIVITY OF TAXES REVISITED:
AN INTERNATIONAL COMPARISON ACROSS THE EUROPEAN UNION

Over the last few years concern for income inequality in Europe has increased remarkably. At the same time a strong reduction in the top marginal tax rates has occurred in many countries. Based on the results from the 15 EU member states over a decade preceding the Great Recession Dr. Gerlinde Verbist will discuss empirical evidence on the links between tax progressivity and redistribution. The study tests the opposing arguments put up in political economy, i.e. greater inequality enhances redistributive policies (Meltzer-Richard model) versus more unequal societies demand less redistribution (Moenne-Wallerstein model). So is there a vicious cycle of more unequal societies opting for less redistribution and hence reinforcing the existing inequalities? How to explain that in almost all the countries where the marginal tax rate decreased over the last decade the progressivity of the personal income tax increased?
